In order to increase the level of preparedness for emergency response, practical and theoretical exercises, trainings and exercises of various levels are regularly held. In order to develop practical skills of actions for process personnel and interaction with emergency services, according to the approved Schedule Plan of carrying out of refinery training alarms on ERP, practical training alarms are carried out with the involvement of emergency departments of the refinery and representative of the authorized body, as well as workshop emergency trainings are carried out at all gas-hazardous facilities of the refinery.

In order to protect the employees and facilities of PKOP LLP, the “Civil Defense Plan” and “Emergency Response Plan” have been developed and approved. In case of emergency situation in the territory of PKOP LLP, the Scheme of warning and communication in case of emergency situations has been developed and approved.

In the territory of the refinery, the following are used to organize the civil protection:

Systems are maintained by the Information Technologies and Telecommunications Department, as well as by specialized contractual organizations.

Within Y2019, there were no accidents in PKOP LLP.

The civil protection body is equipped with all necessary equipment, equipment for emergency rescue operations in case of natural and man-made emergencies, both on the territory of the refinery and outside it.

Work on emergency prevention

Work on prevention of natural and man-made emergencies in the territory of the refinery is carried out by fulfillment of timely measures. The main task is to develop the system of training of the company’s personnel in the field of civil protection, taking into account the training of the personnel in fire safety and life safety. Further development and improvement of the information and warning system, which is based on the intra-refinery radio, connected to the general refinery information system, is also a priority in the training of the refinery personnel.


On the refinery territory there are three protective structures (shelters):


All employees working on the refinery territory have individual personal protective equipment according to their activities:

Protection equipment is updated according to the established standards and service life.

In order to prevent and eliminate fires, all units and sections are equipped with automatic fire-fighting systems; administration and amenity buildings, control rooms with automatic and manual fire detectors, fire panels, fire extinguishers. The company has a fire-fighting pipeline with a total length of 18,500 m. In order to respond quickly to the consequences of an accident at the refinery, an instruction has been developed defining the officials involved in the elimination of the consequences of accidents at the refinery.

Evacuation measures

In case of threat and occurrence of natural and man-made emergencies, the evacuation measures shall be carried out in accordance with the developed “Plan of personnel actions and evacuation measures in case of natural and man-made emergencies”, as well as the “Plan for evacuation of foreign employees of PetroKazakhstan Oil Products LLP” plan was developed for foreign employees of the refinery.

Evacuation management is carried out by the Evacuation Committee based on the Department of Administrative and Legal Matters and Human Resources, together with the HSE Department.

On the refinery territory there are signs “Alarm post”, guide signs “To alarm post” and signs “Shelter”. Also according to the evacuation plan, as well as on the refinery territory on the upper floors of buildings there are information signs “The safest place during the earthquake”.
