In order to increase the level of preparedness for emergency response, practical and theoretical exercises, trainings and exercises of various levels are regularly held. In order to develop practical skills of actions for process personnel and interaction with emergency services, according to the approved Schedule Plan of carrying out of refinery training alarms on ERP, practical training alarms are carried out with the involvement of emergency departments of the refinery and representative of the authorized body, as well as workshop emergency trainings are carried out at all gas-hazardous facilities of the refinery.
In order to protect the employees and facilities of PKOP LLP, the “Civil Defense Plan” and “Emergency Response Plan” have been developed and approved. In case of emergency situation in the territory of PKOP LLP, the Scheme of warning and communication in case of emergency situations has been developed and approved.
In the territory of the refinery, the following are used to organize the civil protection:
- telephone communication on the basis of departmental ATS
- corporate cellular network
- tracking communication
- intra-refinery radio
- the round-the-clock automatic warning system “HERMES” (for notification of the management and the persons involved in emergency response and also the notification on alarm of staff of guard of Fire Department “Ort Sondirushi” is provided)
- loudspeaker and civil defense alert systems.
Systems are maintained by the Information Technologies and Telecommunications Department, as well as by specialized contractual organizations.
Within Y2019, there were no accidents in PKOP LLP.
Civil protection bodies
In accordance with the order, there are civil protection bodies on the refinery territory from among the personnel of the refinery departments and contracting organizations.
On behalf of PKOP LLP:
- emergency technical group for repair of power grids
- emergency technical group for repair of air and heat networks
- emergency technical group for repair of water networks and sewage
- radiation exploration group
- emergency warning and communication group
- protective facilities maintenance groups
- rescue team
- sanitary team
On behalf of contracting organizations:
- rescue team
- mobile food supply point
- mobile petrol station
In addition to the above, the civil protection forces include regular bodies:
- gas rescue team
- fire rescue unit
- community policing group
The civil protection body is equipped with all necessary equipment, equipment for emergency rescue operations in case of natural and man-made emergencies, both on the territory of the refinery and outside it.
In order to ensure the implementation of civil defense activities at PKOP LLP, there is a Civil Defense Headquarters (CD Headquarters) consisting of:

Work on emergency prevention
Work on prevention of natural and man-made emergencies in the territory of the refinery is carried out by fulfillment of timely measures. The main task is to develop the system of training of the company’s personnel in the field of civil protection, taking into account the training of the personnel in fire safety and life safety. Further development and improvement of the information and warning system, which is based on the intra-refinery radio, connected to the general refinery information system, is also a priority in the training of the refinery personnel.
On the refinery territory there are three protective structures (shelters):
- Shelter #42 is built into Administration building #2, has 3 classes, capacity up to 450 people, has the status “partially ready”
- Shelter #61 is built into the administrative building of NRM LLP, has 3 classes, capacity up to 450 people, status “partially ready”
- Shelter #100 is built into the administrative building of YuzhATS LLP, has 3 classes, capacity up to 400 people, has status “ready”
All employees working on the refinery territory have individual personal protective equipment according to their activities:
- special protective clothing (tulups, covers, robes, etc.)
- hand protection tools (sleeves, gloves, sleeves, etc.)
- means of protection of legs (boots, zippers, etc.)
- means of eye and face protection (protective glasses, face shields, etc.)
- means of head protection (helmets, hats, etc.)
- respiratory protection devices (gas masks, half-mask breathers, self-absorbers, etc.)
- means of hearing protection (protective headphones, earplugs, etc.)
- skin protection products (creams, etc.)
Protection equipment is updated according to the established standards and service life.
In order to prevent and eliminate fires, all units and sections are equipped with automatic fire-fighting systems; administration and amenity buildings, control rooms with automatic and manual fire detectors, fire panels, fire extinguishers. The company has a fire-fighting pipeline with a total length of 18,500 m. In order to respond quickly to the consequences of an accident at the refinery, an instruction has been developed defining the officials involved in the elimination of the consequences of accidents at the refinery.
The following Preventive Activities are held on annual basis:
- In case of natural and man-made emergencies, the refinery budget provides for financing of emergency recovery works and purchase of necessary materials
- Every year on the refinery territory, works are planned to carry out and perform urgent works on preparation for the winter and summer period, planned and preventive repair of the equipment is drawn up, measures are carried out to ensure primary fire safety measures aimed at reducing fires on the territory of the facility
- There is also regular inspection of outdoor fire-fighting water sources with representatives of Fire Department “Ort Sondirushi”
- Before the start of the fire-hazardous period, an order is issued on the maintenance of the process mode, during the loading and unloading works on the railway trestles of the goods and transport control
- In order to eliminate vegetation, the refinery territory is mowed and treated with chemical solution
- Prior to the beginning of the flood period, measures are being taken to prevent and eliminate the consequences of floods
- The employees of the enterprise are constantly informed about compliance with fire safety rules, the procedure for carrying out fire and gas-hazardous works, as well as about liability for violation of safety rules and measures
Evacuation measures
In case of threat and occurrence of natural and man-made emergencies, the evacuation measures shall be carried out in accordance with the developed “Plan of personnel actions and evacuation measures in case of natural and man-made emergencies”, as well as the “Plan for evacuation of foreign employees of PetroKazakhstan Oil Products LLP” plan was developed for foreign employees of the refinery.
Evacuation management is carried out by the Evacuation Committee based on the Department of Administrative and Legal Matters and Human Resources, together with the HSE Department.
On the refinery territory there are signs “Alarm post”, guide signs “To alarm post” and signs “Shelter”. Also according to the evacuation plan, as well as on the refinery territory on the upper floors of buildings there are information signs “The safest place during the earthquake”.
